Prior to the 2010 general election, the Civil Service began preparing for the possibility of a hung parliament. As part of those preparations, work began on a draft cabinet manual which is designed, among other things, to facilitate smooth transitions of government. It is modelled on the New Zealand Cabinet Manual which is the authoritative guide to central government decision making and the primary source of information on the country's constitutional arrangements. In this seminar, Sir Gus will discuss the substance of the new UK Cabinet Manual and its role.
