It is often said that in constructing a counter-terrorism law that complies with the requirements of human rights, security and liberty are in tension with one another and must in some way be balanced. In the National Security and the Due Process of Law it is suggested that a 'security versus due process' dynamic is at least as important as the theme of 'security versus liberty'.
